Manoosh Valipour is a systems and process engineer with over 30 years of experience. She has designed, analyzed and improved operations, quality and safety systems and processes for a variety of industries, including aviation, engineering and manufacturing.

Manoosh is currently the Secretary of the ICAO Safety Management Panel (SMP) which leads the work on Annex 19 – Safety Management provisions, guidance documents and various implementation activities.

Since joining ICAO in 2009, Manoosh has implemented a process-based approach in various functions, established numerous new processes and streamlined many existing processes in the Universal Safety Oversight Audit Programme (USOAP), Integrated Aviation Analysis (IAA), Programmes Coordination and Implementation (PCI) and Safety Management. She has developed data-driven decision making processes, a standard approach to developing and applying indicators and a methodology for performance monitoring and management. Manoosh is also a seasoned and well-sought after trainer and she designs and conducts workshops and training material on topics related to SSP, SMS, safety intelligence and safety performance management.

Manoosh holds a Bachelor’s degree in Industrial and Systems Engineering and a Master’s degree in Operations Management. She lives and works in Montreal, Canada.
