Mr. Raymond BISSE BELL is a civil aviation engineer who graduated from the École Nationale de l’Aviation Civile (ENAC), Toulouse, in 2009, with over 15 years of experience in aviation. He has spent most of his career at the Cameroon Civil Aviation Authority (CCAA), working in the safety oversight of ANSPs and aerodrome operators, the implementation of the SDCPS (safety data collection and processing system), the development of safety regulations, and international cooperation. His career also includes a two-year stint at ICAO, where he worked in the Technical Cooperation Bureau (TCB) as a project management consultant. Mr. BISSE has served as Director of aviation safety since July 2024. He is also an aviation safety inspector and an instructor at the CCAA Training School.
