Mr. Alan Foo is the Senior Director of the Safety Regulation Group in the Civil Aviation Authority of Singapore (CAAS) and concurrently the Director of Flight Standards. In this capacity, he is responsible for matters pertaining to aviation safety regulation in CAAS. He also heads the School of Aviation Safety & Security at the Singapore Aviation Academy, the training arm of CAAS.
During his time in CAAS, Alan led the revamp of Singapore’s safety regulations and systems, guided the development of Singapore’s approach to Safety Management Systems, and successfully implemented the State Safety Programme. He also played a pivotal role in shaping Singapore’s National Aviation Safety Plan, which outlines strategic priorities for ensuring aviation safety. His recent efforts to foster a positive safety culture within the aviation community included the inaugural Safety Charter for the Singapore aviation sector in 2022, where nearly 100 sector leaders expressed their collective commitment to upholding safety standards and enhancing safety culture within their respective organisations. He also oversaw the implementation of the Singapore aviation industry's first longitudinal safety culture survey which provided aviation companies with insights on how safety is perceived by their workforce, and the subsequent development of a Handbook on Aviation Safety Culture in May 2024 that seeks to guide companies on practices to strengthen their organisational safety culture.
