Mr. Miao Xuan Deputy Director General Air Traffic Management Bureau Civil Aviation Administration of China Mr. Miao Xuan currently serves as the Deputy Director General of the Air Traffic Management Bureau, Civil Aviation Administration of China (CAAC), overseeing safety management, operations, international affairs, finance and strategic development. Starting from being an ATCO of the North China Regional ATMB, Mr. Miao’s experience notably includes serving as Director of ATC Division of ATMB, as well as Director of Airspace Management Center of ATMB. In August 2021, he was appointed as the Deputy Director General of ATMB. Mr. Miao is an experienced and well-trained professional of China’s airspace management system, he has devoted most of his career in ATM, airspace planning and management, and was engaged in the Three Major ACCs(Beijing, Shanghai, Guangzhou) Construction project. He is also a member of the Expert Team of ICAO Conflict Zone Establishment task force. In 2019, Mr. Miao was hired as visiting professor at Civil Aviation Flight University of China, who is also a two-time Third-place winner of the Scientific Technological Program Award hosted by CAAC. Mr. Miao has published academic papers like “Analysis on the Disequilibrium between ATC Demand and Airspace Capacity Supply (2013)” and “Summary of and Take-away from International ATCOs Selection Systems (2008)” on authentic periodicals such as China Civil Aviation and Civil Aviation Science & Technology respectively. Mr. Miao graduated from Civil Aviation University of China in 1990 with an undergraduate degree in ATM and earned joint Master ’s degrees in Safety Management from Civil Aviation University of China and Ecole Nationale de l’Aviation Civile of France.
