Mr. Tamura was appointed to the position of President & CEO of Narita International Airport Corporation in June 2019.

He joined the Japanese Ministry of Transport (the present Ministry of Land, Infrastructure, Transport and Tourism) in 1980. He has an extensive career over the years at the ministry, particularly in the areas of aviation, railways, ports, and tourism. In 1995 he was seconded to the Ministry of Foreign Affairs to serve as Counselor at the Embassy of Japan in the United States of America for three years.

He was appointed to the post of Director-General, Civil Aviation Bureau in 2012 and during the three-year tenure, he focused on growing tourism demand to Japan, developed a policy to boost the slot capacity of the airports in the Greater Tokyo Area by 50%, and also developed the framework to facilitate airport privatization in Japan.

In 2015, he was subsequently appointed as the Commissioner of the Japan Tourism Agency. During his three-year tenure, he focused on attracting overseas tourists. His contribution has given support for increasing the number of foreign visitors to Japan from 19 million in 2015 to over 30 million in 2018.

In 2019, Mr. Tamura took office as president and CEO of Narita International Airport Corporation (NAA). On the occasion of the Tokyo Olympics and Paralympics in 2021, amid the COVID-19 pandemic, Mr. Tamura exercised leadership to ensure the smooth handling of visiting athletes and relevant staff at Narita Airport, designated as the official Olympic/Paralympic airport, and thereby contributed to the successful holding of the events. In March 2021, under his leadership, NAA announced the Sustainable NRT2050 decarbonization initiative, which has driven Narita Airport’s sustainable development. Mr. Tamura has also developed a medium- to long-term strategy for Narita Airport. Under the strategy, he is promoting further functional enhancements of Narita Airport for the extension of Runway B and the construction of a third runway (Runway C) and the New Narita Airport Development Plan, which is intended to expand the capacities of passenger terminals and cargo facilities.

Mr. Tamura was born in 1955 and graduated from the University of Tokyo Faculty of Law and holds a Master of Business Administration degree from Cornell University, USA in 1985.
