Victor began his career in 1986 as an air traffic controller in CAAS, gaining first hand operational experience in managing complex air traffic flows and ensuring the safe, orderly and expeditious movement of aircraft within Singapore’s busy airspace.
Progressing through the ranks, he held various leadership roles within operational units, where he sucessfully led the team of air traffic controllers in the transition to the third-generation air traffic management system in 2013. In 2018, he moved into the regulatory arm of CAAS where he served six years as a regulator and contributed to strengthening CAAS safety oversight system, leading safety audits, developing regulatory frameworks and aligning national practices with ICAO standards.
Today, as Director of Safety Division for CAAS, he oversees the ANSG’s safety management systems and leads efforts to embed Just Culture, proactive safety risk management and data driven decision making in CAAS.
