Chris Carter was recently appointed Director of the Asia Pacific Center for Aviation Safety (AP CAS), the Singapore branch of the Flight Safety Foundation. He brings over three decades of experience in aviation safety, engineering, and international collaboration.

Prior to joining AP CAS, Chris served as the Director of the Asia-Pacific Region for the U.S. Federal Aviation Administration (FAA) from June 2021 to June 2025, where he was based in Singapore. In this role, he led efforts to advance U.S. civil aviation safety and efficiency interests across the region. He managed a multinational FAA team across five strategic locations—Beijing, New Delhi, Tokyo, Singapore, and Washington, DC—and served as the FAA’s liaison to national regulators and international aviation bodies including ICAO, ASEAN, APEC and IATA.

Chris also previously held the role of Deputy Executive Director for Strategic Initiatives in the FAA's Aircraft Certification Service (AIR), where he led a major transformation of the certification process and the organization. He began his FAA career in 2004 in the Aircraft Engineering Division after 18 years in the aviation industry.

Starting as an aircraft technician in the UK, Chris earned his engineering degree from Embry-Riddle Aeronautical University and later worked in the Maintenance, Repair and Overhaul (MRO) sector, where he managed regulatory compliance of complex programs including interior completions, structural modifications and special-mission aircraft. He has held various engineering and leadership roles in the industry and was appointed as an FAA Designated Engineering Representative (DER).

Chris holds an MBA from Webster University and is a licensed Professional Engineer. He is also a Fellow of the Royal Aeronautical Society. His global perspective and deep technical expertise continue to shape aviation safety initiatives across the Asia-Pacific region.
