Cheryl Chen is an Air Traffic Controller and aviation safety professional based in Taipei, Taiwan, currently serving in the Safety and Planning Office of Air Navigation and Weather Services (ANWS). Her work focuses on Safety Management System (SMS) development and implementation, safety policy and strategic planning, international affairs coordination, and regional aviation collaboration. Operationally, she has experience across both aerodrome control and en-route radar environments, with previous assignments at Taipei Taoyuan International Airport and Taipei Songshan Airport. With an academic background in sociology from the University of Cambridge, Cheryl brings an interdisciplinary perspective to aviation safety, particularly in the areas of safety culture, human performance, organizational behaviour, and the management of complex socio-technical systems. Her professional interests focus on the human dimensions of operational safety and the role of positive safety culture in supporting resilient and collaborative aviation operations. Beyond her operational responsibilities, Cheryl serves as Executive Vice President for the Asia Pacific Region of the International Federation of Air Traffic Controllers' Associations (IFATCA), where she actively contributes to regional and international aviation initiatives and promotes collaboration among industry stakeholders across the Asia Pacific region. She is also the former President of Taiwan’s Air Traffic Controllers’ Association. A strong advocate for diversity and inclusion in aviation, Cheryl’s initiatives have contributed to ANWS receiving recognition through Gender Equity Awards and have supported broader gender equity promotion efforts within Taiwan’s transportation sector. She is also actively involved in aviation outreach and education, regularly speaking to younger generations about careers in air traffic management and aviation safety. In addition, she is the initiator of IFATCA’s Speaking English Program, supporting pilots and air traffic controllers in strengthening operational English communication.
