Mr Richard Stocker National Manager Airworthiness and Engineering Civil Aviation Safety Authority Australia Richard is the National Manager of Airworthiness and Engineering at the Australian Civil Aviation Safety Authority (CASA). In this role, Richard provides leadership for Airworthiness and Engineering functions at CASA including airworthiness standards development, aircraft certification, airworthiness of emerging technologies, continued operational safety, and appointment and surveillance of authorised design and manufacturing organisations. Richard manages a professional engineering workforce located across four locations in Australia. Richard holds regulatory delegations from the Director of Aviation Safety and is responsible for airworthiness regulatory compliance to ICAO Annex 8. Richard previously worked as the CASA Manager of Aircraft Certification. Richard is a strong proponent of emerging aviation technologies. He leads CASA’s strategic direction for the airworthiness and certification of Advanced Air Mobility (AAM) aircraft where he takes a collaborative approach with other National Aviation Authorities to maximise international alignment for certification of these aircraft. This work includes the certification process and use of performance-based airworthiness standards, and the validation of AAM aircraft to streamline transferability between counties. Richard promotes an integrated approach with his operational and flight standards colleagues to ensure regulatory policy settings for the introduction of AAM and other emerging technologies are proportionate to risk whilst supporting innovation. Richard was instrumental in leading the development of the National Aviation Authorities roadmap for AAM type certification Prior to working at CASA, Richard spent 15 years supporting Royal Australian Navy aviation where he held positions including Navy Aviation System Program Office Chief of Airworthiness, Seahawk engineering manager, and project engineering manager for a Defence major capital acquisition project. Richard was a delegate of the Defence Aviation Safety Authority. Richard is an Engineering Executive and Chartered Professional Engineer with Engineers Australia, and he attained a Bachelor of Engineering degree from the University of Canterbury. Richard has completed post graduate education in Systems Engineering and System Safety.
