Runway incursions remain one of the most persistent, and highest-risk, threats to global aviation safety. Now, the industry has a clear path forward.

This three-day regional workshop provides a unique opportunity for aviation stakeholders in the Asia Pacific region to familiarise themselves with the Global Action Plan for the Prevention of Runway Incursions (GAPPRI) — the key global roadmap developed and spearheaded under the International Civil Aviation Organization (ICAO) framework to address runway incursion risk and resilience. Runway incursions are among the most persistent threats to aviation safety. ICAO places runway incursions among the five highest-risk categories of events that must be addressed to reduce aviation fatalities. GAPPRI is intended to address risk and instill resilience, enabling governments and industry not only to cope with increases in traffic but also to be proactive in anticipating and addressing problems. The mitigation of runway incursions is of utmost priority in the international context, based on global fatalities, fatality rates, and the number of accidents and serious incidents. As such, the Asia Pacific Regional Aviation Safety Plan (AP-RASP) 2026 -2028 identifies runway incursion as a regional high-risk category (R-HRC) accident and sets forth a roadmap to mitigate the associated risk. A core safety enhancement initiative of the region is to understand and facilitate the implementation of the GAPPRI recommendations.
