Thomas has served as Director of the University of Southern California Aviation Safety and Security Program since 2007.
In addition to the Director role he instructs in the Aviation Safety Management Systems course, the SMS for Managers course, Aircraft Accident Investigation course, SeMS Aviation Security Systems courses, and the Human Performance and Resilience course.
He authored or co-authored four articles for AeroSafety World on Human Factors affecting aviation safety. Presented professional papers at the International Aviation Safety Seminar of the Flight Safety Foundation, the annual conference of the International Society of Air Safety Investigators (ISASI), the Business Aviation Safety Seminar, and the Global Humanitarian Aviation Safety Seminar of the World Food Program.
Thomas leads an instructor staff of over sixty aviation professionals conducting 28 courses in the United States and locations around the world.
He has participated in the development of new courses such as Safety Management for Remotely Piloted Aircraft and Data for Aviation Safety Management and System Safety for Artificial Intelligence and Machine Learning.He led course development efforts for the Human Performance and Resilience course.
In addition to aviation safety work at USC he works with aviation safety elements of the World Food Program to deliver several courses to World Food Program aviation providers as has presented papers and led work groups at the Global Humanitarian Aviation Conferences in North Africa and Europe. He serves as the president of the ISASI So Cal chapter.
Thomas has served as a consultant for the International Civil Aviation Organization (ICAO) in Aviation Security. Conducted training in Ho Chi Minh City, Vietnam and Auckland, New Zealand for ICAO.
Previously he was the first Federal Security Director of the Palm Springs International, Yuma International, and Imperial County Airports. Retired from Federal Service.
During his FAA career he was assigned as the FAA Regional Division Manager for Civil Aviation Security in the Western Pacific Region. He participated in drafting regulations and statutes during the recovery from the World Trade Center/ Pentagon attacks on 9/11/01.
Thomas directed FAA emergency aviation security response to the World Trade Center attacks and provided investigative efforts of aviation activities of the hijackers. Served as the FAA point of contact and provided investigative assistance in the al Qaeda, Ahmed Ressam Borderbomb case. Directed investigative efforts at the Los Angeles point of departure for Egypt Air 990. .
Served as the Manager of the FAA Investigations Branch, Office of Civil Aviation Security, FAA Headquarters, Washington, D.C.
