Mr. Franklin McIntosh assumed the role of the FAA Air Traffic Operations Deputy Chief Operating Officer Operations on June 1, 2023. Mr. McIntosh exercises full responsibility and authority over the operational service units of the ATO that provide air traffic management, air navigation services, and flight information services and air traffic operations in both domestic and international airspace assigned to United States. Additionally, Mr. McIntosh is responsible for operationalizing and harmonizing airspace modernization initiatives that advance the mission of the ATO. Mr. McIntosh previously served as the ATO Safety & Technical Training Vice President, where he set the operational safety vision and technical training direction for a multi-layered organization of approximately 567 team members. Mr. McIntosh also served as the Director, Technical Operations, Central Service Area (CSA), where he set the executive direction in managing air traffic control operations and services for the central third of the US. As the Director, Mr. McIntosh oversaw a highly technical workforce of over 6,000 employees in a complex, multi-disciplined organization responsible for the safe, efficient, and structured aircraft movement while exercising direct line authority for 128 FAA Facilities and over 90 Federal Contract Towers. He also provided advice, guidance, and oversight to the Service Area Leadership Teams regarding managing these services, including managed a $1.3B budget for the CSA, which comprises over seventeen states. Mr. McIntosh has a 25-year career with FAA. He began his Federal civilian career as an Air Traffic Control Specialist in 2000. In 2013, he entered the management ranks and served in multiple roles, including Operations Manager, Manager of CDM and International Operations, Air Traffic Manager, and General Manager. Between 2018-2019, Mr. McIntosh served as the single point of contact between district facilities, senior ATO management, and the customer community. He was responsible for interagency coordination to ensure the successful integration and modernization of the NAS. Mr. McIntosh holds a Bachelor of Arts in Public Administration from the University of Texas at San Antonio. He is a graduate of the Federal Executive Institute (2016) and is a Veteran of the US Air Force, where he served as an Air Traffic Control Specialist.
