Justin Moore (ATP, MEI, CFII) is a career military aviator with operational, safety management, and training development experience in both fixed and rotary wing aircraft having served in the U.S. Army and currently in the U.S. Coast Guard. His personal mission is to widen the safety margin and ensure everyone goes home at the end of every flight. Justin has filled many critical aviation roles including fleet-wide standardization, training and curriculum development, fixed and rotary wing flight safety, mishap response planning, accident analysis, major aviation incident investigation, Crew Resource Management instruction, flight instructor development, full motion simulator instruction, and as a maintenance manager. During his time at the Coast Guard’s Aviation Training Center, he was the program lead for developing and implementing the service’s first ever Upset Prevention and Recovery Training (UPRT) program.

Justin also developed the first of its kind Severe Weather Training Program. In 2021, he drafted the proposal, including the incorporation of Competency Based Training and Assessment, that has since been adopted for the Coast Guard’s revision to the CRM program following several high-level mishaps. Justin’s professional focus is centered on understanding the interaction of the Human – Machine – Environment, and his specialty revolves around providing practical tools for risk management, decision-making, and improving pilot/crew performance in critical situations though evidence-based training programs. He has presented on these topics in many forums including the NASA Glenn Icing Research Branch, the Aviation Weather Center, the National Center for Atmospheric Research, the FAA’s Annual Icing Tools Workshop, the National Weather Service’s Gulf Coast Aviation Weather Safety Conference, as well as Sun ‘N Fun and EAA AirVenture. Justin has also collaborated with both the Airplane Owners and Pilots Association (AOPA) and the National Association of Flight Instructors (NAFI).
