Clarke “Otter” McNeace brings more than 16,000 flight hours and four decades of experience spanning general aviation, naval aviation, airline operations, and advanced pilot training. A former U.S. Navy F/A-18 Hornet instructor and Landing Signal Officer, he completed 36 combat missions during Operations Desert Storm and Southern Watch and earned multiple decorations for carrier aviation excellence. Following his military career, McNeace served as a Boeing 737 captain with a major U.S. airline before joining Aviation Performance Solutions (APS), where he leads global compliance, standards, and instructor development across APS’s international training network. A six-time Master CFI-Aerobatic, he has personally trained more than 1,000 pilots in Upset Prevention and Recovery Training (UPRT) and regularly travels worldwide to audit and strengthen airline and training center UPRT programs, ensuring alignment with ICAO and FAA standards. McNeace’s expertise has influenced international safety policy through the FAA Stall/Stick Pusher Working Group and the ICAO Global UPRT Implementation Team. Recipient of the NBAA Dr. Tony Kern Professionalism Award, he remains a leading advocate for building flight departments and training organizations where safety and excellence are inseparable and woven into their DNA.
