As part of CAAS’ Safety Assurance unit, Ruiyi coordinates State Safety Programme (SSP) matters as the current Secretary of the National Aviation Safety Committee and SSP Working Committee, and assists Singapore’s National Continuous Monitoring Coordinator with duties relating to the International Civil Aviation Organization (ICAO) Universal Safety Oversight Audit Programme (USOAP). During the ICAO SSP Implementation Assessment (SSPIA) on Singapore in 2022, Ruiyi represented Singapore as the Leader of the General Aspects (GEN) Audit Area, and played an integral role in driving Singapore’s overall preparations for the ICAO SSPIA and USOAP audit in 2022, and an ICAO Coordinated Validation Mission in 2021. Ruiyi’s additional roles include leading the internal Quality Assurance programme for CAAS’ Safety Regulation Group (SRG) since 2019, as well as an internal Safety Management Systems (SMS) Community of Practice established in 2023 to progress SMS maturity in Singapore. He is also involved in driving safety culture initiatives across Singapore’s aviation community. Since 2020, Ruiyi has developed and instructed several safety management related courses at the Singapore Aviation Academy.

Ruiyi’s contributions to international safety work include developing guidance and tools as part of the Safety Management International Collaboration Group (SM ICG). Previously, he represented Singapore at the Regional Aviation Safety Group – Asia and Pacific (RASGAPAC), the Asia-Pacific Regional Aviation Safety Team (APRAST), and the ASEAN Air Transport Working Group (ATWG). He was instrumental in pioneering several regional milestones including the Asia-Pacific Regional Aviation Safety Plan (AP-RASP) 2020-2022 Edition, and the ASEAN Mutual Recognition Arrangement on Flight Crew Licensing signed in 2017. He has also been a panelist at various regional aviation safety forums including the APAC Seminar on SSP Implementation and Malaysia Aviation Safety Seminar 2023.

Prior to joining CAAS in 2014, Ruiyi handled a wide portfolio of air transport policy and international relations matters at the Ministry of Transport (MOT) since 2009. He was actively involved in the organising committees and liaison duties for Singapore’s hosting of the inaugural EU-ASEAN Aviation Summit in 2014, and three Singapore Airshows and Aviation Leadership Summits. He also staffed MOT leaders at several ASEAN Transport Ministers and Senior Transport Officials meetings in the period of 2009-2011, and the 8th Asia-Europe Summit meeting in 2010. Ruiyi graduated with a degree in Mechanical Engineering from the National University of Singapore in 2007, and previously attended the Technical University of Munich. Ruiyi gained diverse work experiences through several internships, including BMW and Knorr Air Brakes factories in Germany, the Prison Service and the Defence Science & Technology Agency in Singapore. He served his national service in the Republic of Singapore Air Force. He was a recipient of the National Award (COVID-19) Commendation Medal in 2023, Public Service 21 Star Service Team Award in 2016, MOT Minister’s Innovation Awards in 2013 and 2015, and CAAS DG’s Awards in 2015, 2022 and 2024.
